Phenomenal Steps Taken by KoPT (Kolkata Port Trust) to Reduce Charges at KDS (Kolkata Dock System)

All concerned may be aware that Marine charges like Berth hire and Pilotage/Towage had an unprecedented increase as per Order of the TAMP (Tariff Authority in Major Ports) since 04.05.01 which had led to certain cost burden on the overall cargo systems logistics linked with KDS. KoPT had immediately taken up the matter with the TAMP for reviewing of such decision so as to bring down those marine charges at per with that of its another sister docks i.e. HDC (which was historically the case) so that the Port users may have a level playing field to transact their business with the Port.

KoPT had further pleaded with the TAMP so as to bring down some other cargo handling charges, demurrage charges on containers and containerised cargo as also to offer volume concession for handling of containers in a more rational way so as to give the best possible benefit to the end users.

The TAMP vide its notification dated 06.09.01 had approved some of the recommendations of the KoPT Board covering the areas as indicated above but not to the full level as recommended by the Board.

KoPT Board thereafter had an extra ordinary Board –in- Meeting to bring down all the relevant rates to the level as recommended earlier by exercising its statutory Authority and the Board resolved in favour of the same.

KoPT thus slashed above Marine related charges as also offered huge concessions in some of the cargo - related handling charges & container demurrage charges to encourage all port users to extract the best possible opportunity out of such phenomenal concessional rates and offer cargoes and containers to the optimum possible level.

As the concerned marine charges have been brought down to the pre-revised rates (existing before 04.05.01) and other cargo interest tariff concessions have been given, it should straight way positively induce convenience on costing to the following activities related to

  1. Transhipment of Crude at Sandheads.
  2. Handling of Containers at KDS (because feeder operators have been apprised of this development and they are reportedly going to remove the Calcutta Port Surcharge of US$30 immediately and substantial relaxation for demurrage free time for all containerised cargo)
  3. Handling of Logs, Peas and Fertiliser Raw Materials (apart from KoPT reducing charges, CDLB has also slashed on-board handling charges further by 20% at each of the productivity slab for handling such bulk consignments and Log)
  4. Operation of Lash Barges
  5. Handling of Veg. Oil and other liquid products at Budge Budge Jetties/12 NSD

The actual chargeable rates on different heads which have come out on consideration of TAMP approval dated 06.09.01 and KoPT Board approval dated 10.09.01 are given below for information of all concerned. Incidentally, the concessions approved by the TAMP are effective from 06.09.01 and those approved by the KoPT Board will be effective from 10.09.01.

Demurrage Free Period for container & containerised cargo For box – 3 days

From the date of landing/receiving

For cargo in LCL container including containerised cargo meant for Nepal, Bhutan & ICD – 20 days from the actual date of landing (including Sundays & holidays)

For cargo in FCL container including containerised cargo meant for Nepal, Bhutan & ICD – 20 days from the actual date of landing (including Sundays & holidays)

Apart from the above, the other concessions offered in cargo handling activities as recommended by the Board and subsequently approved by the TAMP will be effective from 06.09.01 and those are as follows.

  1. Concession in wharfage for using private equipment to handle log inside the dock at KDS by the licensees – a 30% rebate on the applicable wharfage has been approved.
  2. Concession in lifting charge for handling of log – It has been approved that separate lifting charges shall not be applicable for consignment of log weighing upto 20Ton.
  3. Concession in demurrage free period for delivery of cargo using port equipment – It has been approved to extend the demurrage free period from 3 clear working days to 7 days (Including Sundays/ Holidays) for all non hazardous import consignments including log requiring services of CPT equipment at the time of delivery.
  4. Fixation of berth hire and fleeting charges for Lash Barges – KoPT will levy only 50% of applicable berth hire charge for the period barges actually carrying out landing/shipment operation and a fleeting charge of 1 cent per GRT per 8 hours or part thereof. In line with the revision of marine charges as indicated above, rates of berth hire will be on one scale between 06.09.01 and 09.09.01 as notified by TAMP and from 10.09.01 it will be on the another scale as approved by KoPT Board.
  5. Volume discount in containers – from 06.09.01, a volume discount on consolidated box rate @5% for handling 51 to 100 TEUs per month and @10% for handling above 100 TEUs per month will be applicable and the same will be applicable on individual exporter/importer/their Authorised Agent. The actual modus operandi of formulating such concession on monthly basis in immediate future will be indicated by concerned Deptt. of KoPT in immediate future

All other conditions as embodied in the tariff notification dated 04.04.01 on applicability of all kinds of charges shall remain the same.
