Particulars of Organisation, functions and duties

[Section 4(1)(b)(i)  of the Rights to Information Act, 2005].

 

1.         Aims and Objectives of the Organization  

            Calcutta Dock Labour Board was constituted under  Section 5A of the Dock Workers (Regulation of Employment) Act, 1948.  Under Section 3 of the said Act, the aim and objective of the Board is to administer Schemes within a defined port limit of Kolkata for greater regularity of employment of dock workers by maintaining an adequate number of dock workers and achievement of efficiency of performance in dock work and attainment of satisfactory level of productivity by dock workers and also progressive fulfillment of complete decasualisation of dock clerical and supervisory workers.  The Board has been endeavouring to achieve the above objective through the following :-

 

Economic & User friendly activities.

Improvement of average shift-wise output.

Reduction of turn around time of vessel.

Improvement of stevedoring activities.

Safety, Training (skill development) and congenial industrial relations.

Compliance of all regulatory/statutory requirements.

 

 

2.         Mission/Vision

 

            CDLB's mission is to excel in providing better quality of on-board labour service and stevedoring work at the most competitive rate.

 

3.         Brief history and background for its establishment

 

            Before independence, the dock workers working in different ports of the country were all casual and working under the roll of different private stevedores.  There was no regularity of employment and satisfactory service condition.  To ensure social security of those dock workers, the Dock Workers (Regulation of Employment) Act, 1948 came into force.  Thereafter, under Section 5A of the said Act, Calcutta Dock Labour Board was constituted on 02.09.1952 and the Board started functioning w.e.f. 05.10.1953.  A 15-member-Board, 5 representing each from Central Government, Labour Unions and Employers of dock workers/shipping companies, appointed by the Central Government, has been administering different Schemes framed under the above Act.

 

 

 

 

5.         Allocation of business

 

            The main business of the Board is in the area of loading and unloading of cargo/ containers on board the vessel and stuffing/destuffing of containers by supplying its registered dock workers .  The cargo handled by the workers of the Board since inception of its functioning is shown in the following table :

 6.         Duties to be performed to achieve the mission

 

            To  achieve  the aforesaid mission, CDLB is committed to perform the following duties :- 

 Supplying dock workers for on-board work as per requirement of registered employers, in full.

 Enrich customers satisfaction.

 Maintaining harmonious industrial relations.

 Attending grievances of the customers and workers promptly.

 Maintaining the increasing trend of productivity.

 Maintaining on-board handling cost at competitive level.

  Lowering organization cost.

 Ensuring a sense of safety-consciousness among the registered workers.

 

7.         Details of services rendered

 

            The Board provided the following services :- 

 On-board loading/unloading of cargo/containers.

 Stuffing/destuffing of containers inside the port premises.

  Stevedoring service.

The Board has already published its Citizens Charter and the same is also available in Website (www.kolkataporttrust.govt.in).

The   Registered  Employers  shall  submit  their  indent  for  labour    to    the Booking  Section  at  the  Old  Call Stand according to the following schedule.

 11.       Public interaction, if any

 

            Representatives of Registered Employers, Labour Unions, Pensioners' Associations, suppliers, contractors, advocates etc. are attending Board's offices regularly for various purpose.  Necessary interaction is done with them at different levels.

 

 

 

 

 

12.       Grievance redressal mechanism 

 

             Deputy Chairman, CDLB is functioning as Director of Grievance.

               

             The following procedure is maintained:-

 

(a)              The grievances of the workers on service matters are primarily attended at  the Labour Establishment Section by the concerned supervisory officials. 

 

If not satisfied, Asstt. Admn. Officer (LE) tries to settle the matter.

 

If not satisfied, PO/LO/Admn. Officer takes care of the matter and the matter involving finance is referred to the Chief Accounts Officer.

 

If not settled, the matter is brought to the attention of Deputy Chairman and higher authorities.

 

(b)             In case of employees, grievances on service matters are initially dealt in the Staff Establishment Section by the Supervisory officials.

 

          If not settled, the matter is examined by Asstt. Admn. Officer (P)/ Secretary.

 

          If not settled, the matter is referred to Chief Accounts Officer where it involves financial     matter.

 

          If there is no result, the matter is brought to the notice of Deputy Chairman and higher authorities. 

 

(c)     With regard to pension and superannuation settlements, the grievances are primarily handled at Accounts Wing for workers and in the Staff Establishment Section for employees by the supervisory officials. 

                     If not settled, the matter is examined by the respective Accounts Officers and Asstt. Admn. Officer (P) for workers and employees respectively.

 

If not settled, Chief Accounts Officer examines the matter through Pension Adalat for pension cases and he also examines other matters.

 

In case of no result, the matter is brought to the knowledge of Deputy Chairman and higher authorities.

 

(d)      For tackling the grievances of other areas, the concerned supervisory officials in respective sections attend the same and if not settled, the matter is referred to the Incharge Officer of the Section.  Thereafter, the same is examined by the next higher authority and also Deputy Chairman, if necessary.  Besides, many grievances are brought to the notice of Admn. Officer/Executive Officer (DC&SW), Incharge, CDLB Hospital, Secretary, Deputy Chairman, Chairman and steps are taken to settle the same.  The Labour members representing on the Board refer many grievances of workers, and necessary step is taken for early settlement.
